Congresswomen Claudia Tenney (NY-24) and Deborah Ross (NC-02) introduced the People and Animals Well-being (PAW) Act, aiming to allow pet owners to use Health Savings Accounts (HSAs) and Flexible Spending Accounts (FSAs) for Veterinary care expenses. The proposed bill amends Internal Revenue Code Section 213(d), enabling up to $1,000 from these accounts to be used for Veterinary care or pet health insurance, with unlimited funds allowed for service animals.

The PAW Act is designed to help veterans with PTSD and individuals with disabilities by aligning the IRS definition of “service animal” with the latest federal standards. The bill maintains current HSA and FSA contribution limits, minimizing its impact on federal expenditures. Supporters, including MetLife and the Human Animal Bond Research Institute, emphasize the importance of making Veterinary care affordable and accessible, enhancing the health and well-being of pets and service animals while easing financial burdens on pet owners.
