New bipartisan legislation, the People and Animals Well-being (PAW) Act (H.R. 9508), has been introduced in Congress to help Americans manage Veterinary costs by allowing pet-related expenses to be covered under health savings accounts (HSAs) and flexible spending accounts (FSAs). The bill enables pet owners to use up to $1,000 for Veterinary care or pet health insurance, also extending this benefit to service animals.
Introduced by Reps. Claudia Tenney and Deborah Ross, the PAW Act aims to support veterans with PTSD and individuals with disabilities by ensuring an updated federal definition of “service animal.” With rising Veterinary costs, the bill seeks to make quality care more accessible for pet owners. Endorsed by the AVMA and other organizations, the PAW Act emphasizes the importance of affordability in Veterinary care, promoting the well-being of pets while also aiding their owners’ financial stability.
