A new Florida law, HB 655, will take effect January 1, introducing the state’s first regulations for pet insurance and affecting all dog owners. The bill formally recognizes coverage for pet accidents, illnesses, and diseases under Florida property insurance law, requiring insurers to follow standardized definitions and consumer-protection disclosures. Pet insurance companies must now clearly explain policy exclusions, including those related to preexisting, chronic, or hereditary conditions, and insurers bear the burden of proving when exclusions apply.
The law also targets deceptive wellness programs by prohibiting them from being marketed as insurance or as a requirement for coverage. Lawmakers say the changes will help consumers better compare policies and reduce unexpected out-of-pocket costs. In parallel, another measure, HB 255, known as Dexter’s Law, strengthens penalties for aggravated animal cruelty. Beginning January 1, Florida will also launch a public database of convicted animal abusers, allowing adoption centers to screen potential pet owners more effectively.
