After three years of stakeholder input and revision, the AVMA House of Delegates has approved an updated Model Veterinary Practice Act (MVPA). This guiding document helps states draft or revise Veterinary laws. Major changes include elevating Veterinary technicians by endorsing the term “licensed” and enabling boards to recognize technician specialists. The MVPA also streamlines licensure by endorsement, making it easier for veterinarians in good standing to practice in multiple states without redundant requirements.
A new section addresses telemedicine, affirming that a valid veterinarian-client-patient relationship (VCPR) must be established in person, and outlines requirements for privacy and recordkeeping. The updated MVPA rearranges content for clarity and reflects evolving Veterinary practices, though it does not yet address the midlevel practitioner role. Despite some debate, the revised act passed with 96% support. Delegates emphasized that the MVPA is a flexible model, allowing states to adapt or adopt sections based on local needs and laws.
