The bipartisan People and Animals Well-being (PAW) Act, introduced in Congress by Representatives Deborah Ross (D-NC) and Claudia Tenney (R-NY), aims to expand Health Savings Accounts (HSAs) and Flexible Spending Accounts (FSAs) to cover Veterinary care expenses. The bill would allow pet owners to use up to $1,000 from their HSAs or FSAs for Veterinary expenses or pet insurance and provide unlimited coverage for service animals assisting individuals with disabilities.

The PAW Act addresses rising Veterinary costs, helping families, veterans, and individuals afford pet and service animal care. The legislation is supported by MetLife, the American Veterinary Medical Association (AVMA), and the Human Animal Bond Research Institute (HABRI). Proponents, including AVMA President Sandra Faeh, emphasize that the bill would improve animal and human health, increase access to care, and strengthen the human-animal bond, urging Congress to pass it promptly.
