Ohio has enacted a new law taking effect September 30, 2025, that expands Veterinary telehealth by allowing licensed veterinarians to establish a Veterinary-client-patient relationship (VCPR) through live virtual visits and prescribe medications under certain limits. Veterinarians must obtain informed consent from clients, provide contact details, document the visit, and inform clients that an in-person exam may still be necessary.
Prescriptions issued via telehealth are limited to a 14-day supply, with one possible 14-day refill after a follow-up virtual visit. Controlled substances can only be prescribed after an in-person physical exam. The law excludes food-producing animals or livestock from telehealth services unless a VCPR was previously established in person. Supporters say the change will improve access and convenience for pet owners, particularly in rural or underserved areas, while some veterinarians have raised concerns about potential diagnostic challenges and maintaining quality of care in virtual-only settings.
