Colorado will introduce a new Veterinary workforce role, Veterinary professional associates (VPAs), when House Bill 25-1285 takes effect on January 1, 2026. The law follows voter approval of Proposition 129 in November 2024 and formally establishes VPAs within the state’s Veterinary system. Under the legislation, VPAs may practice Veterinary medicine only under the supervision of a licensed veterinarian, with supervision defined by mutual agreement between both parties.
VPAs are limited to performing duties consistent with their education, training, and experience, and they must work at the same physical location as their supervising veterinarian. The law also requires VPAs to clearly identify themselves as such to clients. In addition, the Colorado Veterinary Medicine Board is tasked with developing rules for university-based training programs to prepare these professionals. Supporters say the new role is intended to expand access to Veterinary care while maintaining oversight, accountability, and patient safety within Veterinary practices statewide.
