Rural Wisconsin Counties Face Critical Shortage of Veterinary Sare For Farm Animals, Pets

Rural Wisconsin communities are experiencing a critical shortage of veterinarians, limiting access to care for both farm animals and pets. In 2025, the U.S. Department of Agriculture identified a record 243 rural Veterinary shortage areas nationwide, including 16 Wisconsin counties. Growing pet ownership, heavy caseloads, limited Veterinary school capacity, and difficulty recruiting veterinarians to rural areas have contributed to the problem.

Wisconsin recently passed bipartisan legislation creating a Veterinary loan repayment program designed to attract and retain veterinarians in underserved communities. Although the law took effect in April, funding must still be approved through the state budget process. The program could help offset substantial student debt, which can make lower-paying rural positions financially difficult for graduates.

Large-animal practice presents additional recruiting challenges because veterinarians frequently work nights, weekends, and on-call schedules. Supporters hope loan repayment assistance will encourage more young veterinarians to establish sustainable careers serving Wisconsin’s rural communities.
